Caifornia enforcement of clean air rules begins January 1, 2010
Model-year 2002 and older transport refrigeration units (TRUs) being operated in California must reduce exhaust emissions of particulate matter by 50 percent through either an engine retrofit or replacement, or some other California Air Resources Board (CARB)-approved option. The fine per violation is up to $500.
Trucks entering most California ports and rail yards must be registered in CARB’s Drayage Truck Registry (and the Ports of Los Angeles and Long Beach registry, if applicable). Trucks with pre-1994 engines cannot be legally dispatched to these facilities. Trucks with 1994 through 2003 engines can be dispatched if equipped with a CARB-verified Level 3 (85 percent particulate matter control) device (plus 25 percent NOx control if dispatched to the Ports of Los Angeles or Long Beach). A temporary compliance extension is available for replacements or retrofits that are waiting for purchase orders to be filled, provided that your truck is listed in the drayage truck registry by December 30, 2009. Model-year 2011 sleeper cabs operating in California and pulling 53-foot dry-van or refrigerated trailers must be SmartWay-certified. All model-year 2011 tractors pulling 53-foot dry-van or refrigerated trailers must use SmartWay verified tires. Model-year 2011 53-foot dry-van or refrigerated trailers must be SmartWay-certified or retrofit to SmartWay specifications.
